Although the Etate Bank of Clearing, Chicago, Illinois, was
adAtted to membership on iday 1, 1933, subject to the condition t_at
it increase itE paid-up and unimpaired capital within five years after
the approval of tts application to ;200,000, the Board's rire of :arch
14, 1933, t-) Mr. Stevens of Chicago indicates that the bank did not
have sufficient capital under the reLluirements of the i;ational Bank Act
regarding capital required for organization of national banks.

Accord-

ingly, in ou- classification of banks with insufficient canital for
c'mversion into national banks re hnve treated this bank as re,uiring
',200,000 capital (lec;a1 minimum) required for conversion into nati_nal
bank.

The Board's wire )f

14, 1933, reads as follows:

"Stevens - Chicago
Since State Bank of Clearing, Chicago, Illinois, has capital amounting
to only $100,000 while located in a city with population in excess of
50,000 inhabitants and your counsel advises that under Illinois law a
State bank :lay not now be organized in Chicago, regardless of whethPr
located in the outlying districts thereof, with a capital of less than
8200,000, the btate Banjl of Clearing does not have sufficient capital
to make it eligible for membership under provisions of section 9 of
Federal Feserve Act as construed in connection with requirements of
National Bank Act regarding capital required for organization of national
banks.
