operating no branches outside the head office
city established after February 25, 1927,
with capital less than ,;50,000, located in
places with a population not exceeding 3,000,
eligible for Federal Reserve membership under
the provisions of Regulation H, Section 2,
paragraph (a), sub-paragraphs (1), (A) and (B).

Also enclosed are duplicate copies of schedule FR 246b for each
State member bank operating no branches outside the head office city established after February 25, 1927, not eligible for conversion into a national
bAnic on the basis of the capital requirements prescribed in Section 5138
U.S.R.S. You will note that there were no such banks in Wisconsin.
In computing the total of items 7, 9, 11, and 13 on schedules
d, it was discovered that item 14 on schedule FR 246c submitted
and

by you for one bank in Michigan was out of line with the above items and
should have been reported as 56.3 rather than 563 as shown. Therefore, it
has been necessary to prepare a revised Table ho. 4 for insured nonmember
commercial banks in Michigan, which table is enclosed.

With respect to your letter of June 26, enclosing a printed list of
in this district, the schedules FR 246c sent us agreed 'with
banks
insured
this list. However, your reconcilement sheet for the State of Indiana of the
number of State banking institutions, likewise enclosed with that letter,
showed 284 insured commercial banks and 6 private banks in the Seventh district, whereas the actual count of both the schedules and the printed list
vas 285 commercial banks and 5 private banks. Similarly, a count from the
list of Eighth district banks in that State shows 76 insured commercial and 1
private bank, as against 77 and 0, respectively, on the reconcilement sheet.
We assume the differences are due merely to an error in counting these banks
from the list, and so are sending our tables for this State on the bapp of
the actual count, but shall appreciate your advice_if_we are in error_; In
all other respects our records on the number of banks agree with yours.
The tables for national and State member banks were sent la.. Van
Fossen on August 5; those for non-insured non-member commercial banks, and
for insured and non-insured mutual savings banks will be sent you within a
few days.

C. S. Young, we find that Iowa, Il/i-m5-5767-6.11.71-11isconsin are the only
States of this district which have publisl)ed the December 31, 1935 call
reports of individual banks. Neither the Iowa nor the Wisconsin individual statements make any distinction between United States Government
obligations and other securities, and there has been no segregation of
demand deposits in these States. We find, however, that rather complete
statements of individual banks in all States are given for December 31,
1935, in the Llarch 1936 edition of Polk's Bankers Encyclopedia. These
data when supplemented by the additional information contained in - and
McNally's Bankers Directory and by such data as have been published by
State banking departments nearly complete the information requested in

your schedules for non-insured banks, except for the omission of items

head office city established after February 25, 1927, not eligible for Federal Reserve membership on the basis of the capital
requirements of Regulation H, Section 2, Paragraph (a):December
31, 1935, and Table No. 7 - Classification of insured and noninsured nonmember commercial banks operating no branches outside
the head office city established after February 25, 1927, with
capital less than $50,000, located in places with a population
not exceeding 3,000, eligible for Federal Reserve membership
under the provisions of Regulation H, Section 2, Paragraph (a),
Sub-paragraphs (1), (A) and (B): December 31, 1935.
There are also attached copies of Schedule F.R. 246b
covering each State bank member operating no branches outside
the head office city established after February 25, 1927, not
eligible for conversion into a national bank on the basis of the
capital requirements prescribed in Section 5138 U.S.R.S.
This completes the data requested by the Board in connection with the classification of all banks.

July 22, 1936, with respect to the classification of member and nonmember banks as of Lecember 31, 1935.
In reconciling our records of branch banking with the condition reports received from insured nonmember banks by the federal
Deposit Insurance Corporation, it was found that the Merchants State
Bank, Humboldt, Tennessee, reoorted one heed office city branch in its
report although our records showed no brtinches in operation by this
bank.

In reply to an inquiry, the bank advised the Federal Deposit

Insurance Corporation that *This branch was bought in 1906 from the
Farmers Exchange Bank which bank was liquidated through the Farmers
State Banks.

Through inadvertence, we took up this matter with the

there. Humboldt is a large fruit and vegetable shipping

to open the teller's window for a period of three hours
merely for the convenience of their large customers. In
view of the fact that this has been the custom of the

. erchants State Bank for many years, we 4.Ve never recognized their outside business as 8 branch operation.

established January 1, 1914. This office is located some
four to six blocks distance from the parent bank.8

(3) Table No. 3, Classification of banks according to population
of places in which located and according to amount of loans and investments, December 31, 1935, covering non-insured caudercial banks in the
8th District.
In the case of banks in the States of Arkansas, Indiana, and
Tennessee, We referred to older bank directories, from which we were
able to estimte demand deposits on a number of the banks from figures
shown for previous reports, some as far back as June, 1934.
We did not receive the reports requested from the Kentucky
or Mississippi Bank Commissioners, but by reference to older bank
directories we were nble to reduce the number of banks in these States
on which no demand deposit figures wore available from 14 to 6 and from
3 to 1, respectively.
There are also enclosed Table No. 2 and Table No. 3 covering
the Peoples Savings Bank,- Evansville, Ind., which is the only insured
mutual savings bank in the 8th District.
Forms FR-246-d are also enclosed for the following non-insured
trust corapanies -without deposits and the following non-insured private

The Franklin-American Trust Co., Lafayette-South
bide Bank & Trust Co., and Central States Trust Co., all of
bt. Louis, mentioned as being shown in the 1934 biennial
report of the Commissioner of Finance of Missouri, are in
liquidation, but have not surrendered their (1',arteFi.----re
ile-iairised by one of the Missouri State bank examiners
that until a bank surrenders its charter, it is reported
in the biennial report even though inactive. However, from
the count of Missouri banks as shown in our lists, these
companies are not included in the count of 468 banks shorn
in the November 1, 1935, Strte Banking DeparLment abstract.

With reference to the Kelly Trust Co., Fort Smith,
and the Metropolitan Trust Co., Little Rock, Ark., we are
advised by the Manager of our Little Rock Brunch that these
trust companies are not in liquidation, but do not receive
deposits. We will, therefore, as suggested in your letter,
make up schedules FR 246(d) showing merely their names and
locations, with a note to the effect that no figures are
available.
In your mimeographed letter of July 1, the request
was made thnt any differences in the nunl:er of branches as
shown by our records and by Form FR 246(c) be called to your
attention. Form FR 246(c) shows that the Merchants State
Bank, Humboldt, Tenn., has one branch in the home office city,
whereas neither our records nor the latest bankers' directory
show such a branch VI operation. We will change our records,
however, and enclose Form St. 6386(e) to cover this branch.

In response to your letter of July 10 with regard to the classifications of member and nonmember banks referred to in our letter of June
24, you are advised as follows:
The 1934-1935 report of the lianking Commissioner of Kentucky
apparently shows demand deposits and time deposits as of June 29, 1935,
separately for every bank. Accordingly, it i6 suggested that the amounts
of demand and time deposits as of December 31, 1935, in the case of the 14
banks for which such figures are not otherwise available, be estimated on
the basis of the ratio of such deposits -- total deposits on June 29, 1935.
It is assumed that you obtained the amount of total deposits of such banks
from the bankers directory. It is further suggested that similar estimates
be made in the case of the 3 banks in Mississippi on the basis of figures
for June 30, 1934, shown in the latest pamphlet issued by the State banking
department covering individual banks, and that the figures for the 6 banks
in Missouri be estimated on the basis of data as of November 5, 1934, shown
in the 1934 biennial report of the Comxissioner of Finance of the State of
Missouri. If you do not have the reports referred to, it is suggested tLet
copies thereof be obtained from the respective State banking departments.

We do not know of any basis of determining or estimating the axount of
demand deposits in the case of the 13 non-insured nonmember banks in
Arkansas, Indiana, and Tennessee, without calling upon the State banking
departments, and it is suggested that, for the time being at least, the
banking departments be not requested for the data.
Unless otherwise advised, it sill not he necessary to request
State banking departments for the amounts of Loans on securities and Leal
estate loans in those cases where the data cannot be compiled or estimated
from annual reports or bankers dirctories.
As stated in our letter to you of July 10, we have eliminated the
Franklin-American Trust Company and the Lafayette-South Side Trust Company,
both of St. Louis, from our list of active state banking institutions in
view of Ir. Stewart's advice that they are in liquidation, and the Central
States Trust Company of St. Louis will also be eliminated if advice is
received to the effect that it is in liquidation. If you have any information
to the effect that the Kelly Trust Company, Fort Smith, Arkansas, and the
Metropolitan Trust Company, Little Rock, Arkansas, are in liquidation, it
will be appreciated if you will kindly advise us thereof, since they
apparently are included in the latest State banking department abstract.

If they are not in liquidation, it will be sufficient to make up schedules
FR 246d showing merely their names and location, with a note to the effect
that no figures are available.

The Franklin-American Trust Company and the Lafayette South
Side Sank & Trust Company, both of St. Louis, are shown on pages 214
end 215, respectively, of the latest (1434) biennial report of the

Reference is made to your letter of June 2.Q, and the lists
enclosed therewith, in connection with the classification of member
and nonmember banks in the Eighth Federal Reserve District as of
December 31, 1935.
The reconcilement sheets for Eighth District State banks
for the States of Arkansas, Illinois, Kentucky and Mississippi agree
with our records.
The Indiana reconcilement sheet agrees, except that the
number of insured nonmember Commercial banks should read 76, instead
of 77, and the number of insured nonmember Private banks should read
one (The Farmers Bank, Plainville), instead of none.
With reference to the Missouri reconcilement sheet, five
trust companies without deposits are listed thereon under Non-insured
Nonmember Banks, whereas, our records show only four such institutions in the Eighth District, namely, The Trust Company of St.Louis
County, Clayton, St. Louis Union Trust Co., St. Louis, FranklinAmerican Trust Co., St. Louis, and Lafayette South Side Bank & Trust
Co., St. Louis, the last two being in liquidation.

our records or the late or old Bankers' Directory,concerning the

of 467, as shown by your list.
On the Tennessee reconcilement sheet, one State member is

Referring to the second paragraph on page 2 of Mr. Horbett's
letter, the undivided profits of the Farmers & Mechanics Savings Bank
of Minneapolis were reported to be $931,000 instead of $1,002,000, the
figure that was originally posted on the sheet. Upon checking these
figures with the figures shown in the Minnesota Banking Department's
abstract for December 31, 1935, we found that the undivided profits
shown on the abstract were $1,008,000. We have used the figure that we
obtained from the abstract in Table No. 6 for insured mutual savings
banks. If this is not in accordance with your wishes, please let us
know.
While neither Mr. Horbett's letter nor your Table No. 6 called
for item 8 on Schedules 246c and d, it appears to us that if the figures
wanted were "the aggregate amount of 'Capi al stock plus capital notes and
debentures, " it should have been included. For our information, will
you, at your convenience, advise us w14. was omitted.

of information indicating that a figure in a given call report is not
correct, however, there is no need of attemptiw- to clec'ic the figure.
For the purpose of schedules FR 246a and b, the amounts of items 1, 2, 3,
and 4 of the schedule should be exclusive of valuation reserves deducted
by the bank, i.e., the figures should be net.
The reconcilement of the number of banks in Annesota furnished

It is not as important, however, that

figures of loans on securities and real estate loans be obtained or
estimated, in fact the form of condition reports prescribed by some
State banking departments as of December 31, 1935 did not call for
figures from which these items might be eompiled.

In any case, it is

Juggested that State banking departments be not requested to furnish
iny of the data called for by the schedules until the importance of
doing this has been passed upon by us.

Apparently, the amount of Loans

on securities and Real estate loans of a number of non-insured nonmember
hanks in St. Paul were estimated on the basis of the average ratio of
such louns to total loans of seven other banks in St. Paul and Minneapolis.
Inasmuch Ls the ratios for the seven banks taken individually vary widely,
it is believed that the average ratio should not be used for the purpose.
Accordingly, these items may oe omitted for tae non-insured nonmember
banks in St. Paul, since we are interested in the distribution of the
figures for individual banks, rather than in approximately correct aggregates for a given group of banks.
In view of the information given in the first paragraph on page

3 of your letter, the Superior Trust Company of Hancock, MicAigan, will
be classified as a non-insured trust company without deposits, and the list
reconcilement sheet Aave been changed accordingly.
The 1935 annual report of the lichigan banking department apparently shows the item "Loans secured by collateral" for one of the three
non-Insured banks in your uistrict.

Gentlemen:
In accordance with the request contained in your letter of
June 24, we have prepared Forms P.R. 246a and F.R. 246b for each national
and state member bank in the Ninth Federal Reserve District. We have
compared aggregates for the first 18 items on the forms mentioned above
with figures shown in abstracts of the December 31, 1935 call report
published by the Board of Governors, the Comptroller of the Currency,
and the Federal Deposit Insurance Corporation. In very few instances
were the aggregates identical with the published abstract figures.
We have endeavored to reconcile the differences found by
comparing figures shown on the December 31, 1935 Parnings and Dividend
Report with those shown on the December 31, 1935 call report,by inspecting
schedules on the call report, especially G, L, and M, and by taking into
consideration changes that the member banks had requested us to make in
their call report._ One of the commonest causes of the differences was the
deduction of "valuation reserve" from the total of the individual items
shown in Schedule G. A few differences were apparently caused by the inclusion in the abstracts of deposit liabilities shown in Schedule M on the
call reports. Needless to say, with the little information at hand as to
the method of preparing the abstract figures, it was impossible for us to
reconcile all of the differences.
Assuming that a part of the information you will want us to report
to you will be aggregates of some of the reported items, we should greatly
appreciate your advising us as soon as possible whether or not you wish us
to adjust the figures on the individual forms F.R. 246a and 246b,in so far
as we are ableto agree with the published abstract figures.
We are enclosing a copy of our reconcilement sheet for all member
banks in Montana with explanatory foot notes. If the detail contained in
the foot notes were carried back to the Form 246a or b as the case might
be, the call report totals would much more closely approximate the abstract
figures although the differences would not be entirely eliminated.
Referring to your letter of June 26 we have prepared Forms F.R.
246d for each non-insured non-member bank in the Ninth Federal Reserve
District included on the list enclosed with your letter with the exception

of the Itenslota State Bank, Mendota, Minnesota, utilizing figures obtained
from annual reports of state banking departments and various bankers
directories. The Mendota State Bank is reported to have been liquidated
as of the close of business December 31 and consequently is not included
State Bank of Maynard,
in the current bankers directories. The Security
Minnesota which was included on your lfst was not -Egliered until January
17 and was reported as open for business on January 18. While this bank
was included in the 1936 bank directory of the Ninth Federal Reserve District, the only figures shown were Capital, $10,000; Surplus and Undivided
Profits, $3,000. From the information we have at hand the only figures we
could enter on Form F.R. 246d would be for items 13 and 14. Do you wish
a form prepared and included in the non-insured non-member bank group?
In regard to the estimates required to complete the forms for
the non-insured non-member banks, we find little information available
in regard to loans on securities and,real estate loans. For a small number
of banks it was also necessary to estimate the amount of _demand deposit-s.
Our estimates of loans on securities and real estate loans were-Prepared
in sudh manner as to make them comparable to the percentages of nearby
banks of approximately similar size. The volume of loans and discounts
at most non-insured banks was exceedingly small and very rough avoroximations would not seriously affect any aggregates for all banks in the district.,/In the city of St. Paul, however, there were a number of non-insured
non-member banks with somewhat larger loan and discount totals. The data

in preparing estimates for these banks is shown below. Unless we receive instructions from you to the contrary, we do not contemplate requesting
any data for individual banks from the Minnesota State Bank Department.

Our library contains copies of December 31, 1935 reports published
by the state banking departments of Michigan and Wisconsin. The last published report (biennial) for South Dakota was received in our library
February 25, 1935 and contained June 30, 1933 and June 30, 1934 figures for
individual banks. In 1933 the law requiring publication of reports by the
state examiner of Montana was repealed and no reports showing figures for
Individual banks have been published since that time. In Minnesota, publication of annual reports containing individual bank figures was discontinued
in 1924 because of insufficient funds. The last published report by the
state examiner of North Dakota for the biennial period July 1, 1932 to
June 30, 1934 did not contain any figures for individual banks.

on page 2 of your letter of June 26, the Superior Trust Company of Hancock,
Michigan was included with the commercial banks on the list enclosed with
your letter of June 26 but is reported to function only as a trust company

In response to your letter of July 22 regarding the classification of non-insured State banks as of December 31, 1935, you are advised
as follows:
The Aarch 1936 ecition of Polk's Bankers Encyclopedia shows the
amounts of demand deposits and time deposits separately in the case of
the greet majority of banks; both Poles Bankers Encyclopedia and the
hand-McNally Bunkers Directory show the amount of United States Governlent obligations separately in nearly all cases; and both of these
directories apear to show the amount of preferred stock or capital notes
and debentures whenever such capital obligations are outstanding.

In the

circumstances, and since it is our desire to avoid contacting State banking departments for the present r)urpose so far as practicable, it is suggested thEt you have the figures of Lemand deposits, Time deposits,
United States Government obligations, Other securities, and Preferred
stock compiled from one of the bankers directories to the extent that
this can be done; and that in the remaining cases the distribution of
Demand and Tim deposits on December 31, 1935, be estimated on the basis

Due to the general substantial increase in holdings of United States
Government obligations, it might not be satisfactory to estimate this

the fact that it apparently could not be done satisfactorily in the ease
of any of the 268 non—insured commercial banks in Kansas.

The number of banks not on the Federal Reserve par list, as
shown on the table, corresponds with the number reported in response
to the Board's letter, B-1109, of December 11, 1935, for all states
except Texas. The statement showed that the number of nonmenber state
banks in Texas on which checks are drawn was 379, consisting of 112
banks not on Federal Reserve par list and 267 banks on the Federal Reserve par list. The summaries on Table No. 5 for Texas cover 111
banks. This difference of one bank is accounted for by the exclusion
of the First State Bank, Somerset, Texas, in accordance with the instructions contained in 11r. Smead's letter of July 6, 1936.

one or more branches is shown against Item 15 of the
schedules.
The schedule F. R. 246c for the Peoples Bank
and Trust Company, Minden, Louisiana, formarded to us by
your office shaved two outside branches against Item 15.
'ahile our records shaved that this bank did not operate
any branches, we made up the schedule on the basis of
the two branches inasmuch as the Rand McNally Bankers Directory shaved it operating branches at Cotton Valley
and Springhill, Louisiana. We then wrote the Louisiana I
Banking Commissioner for verification and were advised
that this bank did not operate any branches.

Gentlemen:
In reply to your letter of June 22nd the same being
form 89-e, I would like to say that the reason that the deposits
in our branches at Cotton Valley and Springhill are not segregated from the total deposits is because we do not have separate
books on these branches. As a matter of fact all records of
these branches are kept here in our main office in Minden.
These branches are in actuality offices where deposits are received and checks cashed. The records of each days transaction
are mailed into us each night and all bookkeeping is done here
in the home office.
This being the case I hope that it will not be necessary
attempt
to
to segregate these items as it would necessitate
our going through the ledgers and setting out accounts whose
postoffice addresses are Cotton Valley and Springhill. I might
say that cuite a number of our accounts that have postoffice
addresses at Cotton Valley and Springhill do their business
direct with this main office and do not make use of the branch
offices. These two branches in the truest sense of the word are
not actually branches. We prefer to handle everything right here
in the main office so that we can have absolute control over the
banks affairs so we will know just exactly what is going on at
all times.

We have been advised that the Federal Leposit Insurance Corporation did
not include either of these r_T,,nks in its consolidated "Call Report Of
Insured Banks' for Lecember 31, 1935, on the ground that the bank first
mentioned suspended before close of business on that date and that the
second bank went into voluntary liquidation on Lecember 30.

In the

circu,ustances, and since all oi t.lt data for insured nonmember banks
are to be based on call reports received by the Federal ::.eposit Insur—
ance Corporation, neither of the above mentioned ban!cs shouLl be includ—
ed in classifications of banks in the State of Texas made pursuant to

We are advised by the State Banking Commissioner for Texas that the number of state banking institutions on December 31,
1935, was 441. Due to a typographical error, the number was shown
as 442 on the abstract. The two additional banks to be added to
your list are as follows:
Central State Bank, Sherman Texas
This bank closed temporarily under Senate bill No.
85 on December 31, 1935, but it was not officially
placed in receivership until January 31, 1936. Its
figures, therefore, were included in the State Department's Abstract.
First State Bank, Somerset, Texas
The Banking Commissioner advises that this bank
did not officially close until January 2, 1936.
Both of these institutions were insured non-member cornercial banks. A reconcilement statement is attached.

located in the Eleventh District, but 8 of these are
insured non-members. We have a consolidated abstract
as of December 31, 1935, from the Commissioner covering the 9 banks in this district. When the data for
the 8 insured non-members are received, we could obtain the data on the one non-insured non-member by
deduction, in case you consider this satisfactory;
otherwise, it would be necessary for us to resort to
the Bankers Directory.
(c) For Texas, the only source of data on non-insured nonmember banks, without resort to the State Banking Department, is the Bankers Directory. From this source
we can obtain all items on Form F. R. 246d except
loans on securities, real estate loans, and demand deposits. We -would be unable to estimate demand deposits
on the basis of the ratio of its demand deposits to its
total deposits as computed from figures for an earlier
call date as these figures are not available.

With respect to the lest paragraph of your letter, we find that
the reconcilement sheet covering State banking institutions in the Etate
of ':,as.lington should bLve shown 130 banks instead of 131, with a footnote to the effect that the figure 130 does not include the Knettle
State Bank, Pomeroy, Washington, wilicn went into voluntary liquidation
on October 2, 1935 but which apparently was included in the State banking department abstract.

The Lincoln Trust L;om.,)any, Zpokane, Wasani:ton,

hi,s been elimincted from our copy of the list of State banking institutions and the number of "TrUat Comy:.nies without deposits" should be reduced from 4 to 3.

It is suggested that correspondinf changes be made

According to our

records the First National Bank of Prairie City, Oregon, was placed
in voluntary liquidation on Lecember 31, 1935 and it is assumed that
it was omitted from your compilations.

The Comptroller's office, how—

ever, included the bank in its abstract on the ground that the liquida—
tion did not become effective until after close of business.

In order

that the number of national banks as shown in Tables 1, 2 and 3 may
agree with the Lecember 31, 1935 abstract, we have amended the tables
by increasing the number of banks by one.

14 have also added $156,000

to V:le figures of demand deposits in Table 1, 0193,030 to t:-_2; figures
of total deposits in Tables 1 and 2, and 482,000 to the figures of
loans nnd investments in Table

3. The bank falls in the population

group 250 to 499, and has a ratio of demand to total deoosits amounting
to 80.8 percent.
