Washn D C I have just learned that an application will be made to establish one of the regional reserve banks at StPaul. As I have lived in Minnesota all m life , and have been for a good many years y intimately familiar with the banking and commercial relations between StPaul and all the territory to the west, through to the coast I take the liberty of asking your serious consideration of this application when it is presented, to your board. Stpaul is the gateway to the northwest , the banks in all that territory have for years kept substantial reserves, with the StPaul banks the wholesale houses and manufacturers of the twin cities have done the largest share of the business in all that region,therefore, there axe sound business reasons growing out of long established business relations, why the designation of StPaul would be highly suitiable. It has one r of the best high schools in the state with an enrollment of over 500 and a corps of 19 teachers; it has a parochial school with an enrollment of 125 conducted by seven Sisters. It has six churches: Catholic, Methodist, Presbyterian, Danish Lutheran, Swedish Baptist, German Baptist. It is a railroad center, being the western terminus of the Kenmare-Thief River Falls-Duluth Soo line and also the eastern terminus of the Ambrose branch of the Soo. It has electric lights; purest artesian city water; sewer system. It lies on Des Lacs lake, the largest body of fresh water in the state. It has become and will remain a city for the following reasons: It lies in the heart of the Des Lacs valley district, famous for the fertility of its soil. The development of this district is just entering on a new era, diversified farming taking the place of exclusive grain farming. This district is the home of No. 1 hard wheat; the best grades of flax and barley; 40 lb. oats; spring and winter rye; alfalfa, timothy clover and millet are the principal grasses; the hardier varieties of corn are a successful crop and pota toes and other garden vegetables are unexcelled in quality. The yield of wheat per acre in 1912 was 18 to 30 bushels; flax 10 to 25; barley 30j|> 50; o$t£ &) to ICO; rye 30 to 40; potatoes 150 to 300. The Des Lacs valley territory has been, settled f o r fifte#® j$ars and has not yet seen a total crop failure. Land values vary according to location a i& improvements from $25 to $65 per acre. t ^ . Kenmare lies in the heart of the lignite mining district and the question of cheap fuel is& psver solved. It can be bought at the mines for $2.00 to $2.50 per ton and as a cheap, clean, convemeij| and lasting fuel. Gentlemen: For more than five years past thp- writer has "been compelled, by his worlr as president of a corporation whose principal "business office is at Philadelphia, P a ., to cross the Continent many times a year, through the northwestern States. In nineteen of the most rapidly growing young cities in that section— in North Dakota,., South Dakota, Montana, Idaho, Oregon and Washington— this corporation owns properties which it is developing. In each of those towns the leading hank is our local agent, which gives the writer an exceptional opportunity for knowing their "business problems and their attitude towards many public questions. These trips also bring the writer into contact with the leading merchants and business men of these states, and it is his observation that they regard the city of St. Paul as the capital of the Northwest. ....... So confident is the writer of the truth of this statement that he believes that if the bankers and business ^ men of the states above mentioned could be allowed to vote as to which of the "Twin Cities” of Minnesota would be the most convenient point for the location of a Regional Bank, a very large majority of them would favor St. Paul. St. Paul has doubtless spoken for herself, but the writer does not know of any person whose business relations are so intimate with bankers and business men throughout the entire Northwest as himself, and therefore desires to favor the capital of Minnesota above any other city in the Northwest for the location of a Regional Bank. The writer therefore begs yon to consider the preferences of the representative men of this large section of the northwest, and believes that if you will do this yon will certainly decide that St. Paul is the better location for a Regional Bank that will serve the interests of the most of the people. I f the reasons for another city outweigh those for S t. Paul, then the second choice of the business men of the Northwest, I believe, would be for Minneapolis. First, St*Paul is the Capital of the State of Minnesota, and the headquarters for nearly all the Federal Government offices covering the territory tributary thereto* Second, ment receipts, St.Paul is the natural Depository for the Federal Govern including Internal Revenues, U*S.Customs, Postal Funds etc* for all of the territory to the north and west of St.Paul* Third, St.Paul is the headquarters for the Railway Mail Service of all the Northwest territory* Fourth, At St.Paul are located the Federal Courts for that District* Fifth, At St.Paul are located the Department of Justice and the U. S. Engineers for river and harbor improvement for that district* Sixth, St .Paul is the natural shipping center for all of the Northwest territory natural and tributary thereto* Seventh, St.Paul is the home office and headquarters for the Great Northern Railway and the Northern Pacific Railway, which are the great Trunk Lines for all the territory to the north and west of St.Paul reaching to the Pacific Coast.
