I have just

learned that an application will be made to establish

one of the regional reserve banks at StPaul. As I have lived in
Minnesota all my life , and have been for a good many years
intimately familiar with the banking and commercial relations between
StPaul and all the territory to the west, through to the coast I take
the liberty of asking your

serious consideration of this application

when it is presented, to your board.

Stpaul is

the gateway to the

northwest , the banks in all that territory have for years kept
substantial reserves, with the StPaul banks the wholesale houses and
manufacturers of the twin cities have done the largest share of the
business in all that

region,therefore,

there axe sound business

reasons growing out of long established business relations, why the
designation of

StPaul would be highly suitiable.

Hon, ? . C t. Me Adoo,
Chairman Beserve Bank Organization Committee*
Washington D ,C .
Dear Mr. Mo Adoo:f

~

We wish to confer with ydu as to. bur E>Sh/behalf re
garding to the establishment of what is known as your Regional Banks,
and have given the matter of location a great, deal gl^iftought ftfofln our
own personal benefits which we may derive in the f w i r e .
We have taken
into consideration the surroundings in general and the city its e lf, and,
if you can see your way clear to agree with us after we give you our
suggestions to whatever extent you see fit.
Our interests lay entirely in seeing a Regional Bank
established in the c it y o ^ ^ ^ S ^ J g j y ^ owing to the fact that it is the
logical location for a Reserve Bank,
It is the Gate Way City of the
Northwest.
Furthermore it is the headquarters for the whole sale dis
trict for the entire Northwest; also the Capitol of the State of Minnesota*
St. Paul is the depositary for the government receipts, in
cluding Internal Revenue and is the headquarters for the United States
Customs office*
At St, Paul are located the U*S, District Attorneys and
Department of Justice, the U,S* Fire Martial, and there too are the head
quarters of the Secret Service and the U .S . Engineers,
In the vicinity of St, Paul,
the Agricultural
has a large staff of land experts and there is also the U .S .
Inspector*s offices,
St. Paul by reason of its location of
headquarters for the Northwestern States and furthermore, is
center from which the numerous transcontinental lines extend
coast.

Department
Post Office
the jobbers’
the railway
to the Pacific

St. Paul is the focal point for the live stock business for
the entire Northwest,
In 1913, no less than $ 4 0 ,0 0 0 ,0 0 0 ,0 0 was paid
for live stock at that point, and the farmers aecured no less than an
amount of $ 7 ,5 0 0 ,0 0 0 .0 0 in loans on live stock being prepared for the
market.

Kenmare-

/The metropolis of the Des Lacs valley, is a city of 1800 population. It has one
r of the best high schools in the state with an enrollment of over 500 and a corps
of 19 teachers; it has a parochial school with an enrollment of 125 conducted by seven Sisters. It has
six churches: Catholic, Methodist, Presbyterian, Danish Lutheran, Swedish Baptist, German Baptist. It
is a railroad center, being the western terminus of the Kenmare-Thief River Falls-Duluth Soo line and
also the eastern terminus of the Ambrose branch of the Soo. It has electric lights; purest artesian city
water; sewer system. It lies on Des Lacs lake, the largest body of fresh water in the state.
It has become and will remain a city for the following reasons: It lies in the heart of the Des Lacs
valley district, famous for the fertility of its soil. The development of this district is just entering on a
new era, diversified farming taking the place of exclusive grain farming. This district is the home of
No. 1 hard wheat; the best grades of flax and barley; 40 lb. oats; spring and winter rye; alfalfa, timothy
clover and millet are the principal grasses; the hardier varieties of corn are a successful crop and pota
toes and other garden vegetables are unexcelled in quality.
The yield of wheat per acre in 1912 was 18 to 30 bushels; flax 10 to 25; barley 30j|> 50; o$t£ &) to
ICO; rye 30 to 40; potatoes 150 to 300. The Des Lacs valley territory has been, settled f o r fifte#® j$ars
and has not yet seen a total crop failure. Land values vary according to location a i& improvements
from $25 to $65 per acre.
t
^
.
Kenmare lies in the heart of the lignite mining district and the question of cheap fuel is& psver
solved. It can be bought at the mines for $2.00 to $2.50 per ton and as a cheap, clean, convemeij| and
lasting fuel. The industry of briquetting this coal is just beginning.

Hon. W. G. McAdoo, Chairman,
Reserve Bank Organization Committee,
Washington, D ./C .
Honorable Sir:I understand t im United States Government will
soon select the different Ci^yfes for the location of the Federal
Reserve Banks.
Saint Paul ,/i n my opinion, owing to its location
and being ad j acBttf'TC'tfllJnje st agricultural, mining, timber and
dairy countries in the United States, would be the best City to
select. It is also a great railroad, jobbing and manufacturing
center and its industries are growing very rapidly.
A number of governmental offices are also located
there, among which are the United States Custom Officej the
United States District Attorney and others connected with the
United States Government. It is also the Capitol of the State
of Minnesota and I could mention a great many other reasons why
I think one of the Banks should be located in Saint Paul.
I trust you will give this City your due con
sideration.

Very respectfully,

601 Yeon Building,
Portland, Oregon,
March 19, 1914,
Hon. Win. G-. McAdoo,
Hon. David P. Houston,
^
Hon. J. S. Williams,
Committee on Organization,
Treasury Department,
Washington, D. C.
Gentlemen:
For more than five years past thp- writer has "been
compelled, by his worlr as president of a corporation whose
principal "business office is at Philadelphia, P a ., to cross the
Continent many times a year, through the northwestern States.
In nineteen of the most rapidly growing young cities
in that section— in North Dakota,., South Dakota, Montana,
Idaho, Oregon and Washington— this corporation owns properties
which it is developing. In each of those towns the leading hank
is our local agent, which gives the writer an exceptional
opportunity for knowing their "business problems and their
attitude towards many public questions.
These trips also bring the writer into contact with
the leading merchants and business men of these states, and
it is his observation that they regard the city of St. Paul as
the capital of the Northwest.
.......
So confident is the writer of the truth of this
statement that he believes that if the bankers and business ^
men of the states above mentioned could be allowed to vote as
to which of the "Twin Cities” of Minnesota would be the most
convenient point for the location of a Regional Bank, a very
large majority of them would favor St. Paul.
St. Paul has doubtless spoken for herself, but the
writer does not know of any person whose business relations are
so intimate with bankers and business men throughout the entire
Northwest as himself, and therefore desires to favor the
capital of Minnesota above any other city in the Northwest for
the location of a Regional Bank.

Reproduced from the Unclassified I Declassified Holdings of the National Archives

-

2 .

-

As additional evidence of his opportunity of knowing
the preferences of the "business interests of the northwest, he
is president of a small national Bank in the State of Oregon,
in a section rapidly being settled by immigrants from Minnesota
and north and South Dakota.
The writer therefore begs yon to consider the
preferences of the representative men of this large section of
the northwest, and believes that if you will do this yon will
certainly decide that St. Paul is the better location for a
Regional Bank that will serve the interests of the most of the
people.
I f the reasons for another city outweigh those for
S t. Paul, then the second choice of the business men of the
Northwest, I believe, would be for Minneapolis.

Respectfully submitted,
