For twenty-one long years I have done business with the Louisville 'National.Banking Co., and at any and all times have found^Louisville an exceedingly desirable and important Qorresponu^nt. The Southern States need four of the Regional Banks, and particularly one at Louisville is needed, to assist in handling the" business of the States east of the Mississippi River. Louisville cannot reasonably handle the Atlantic Coast States, nor can Richmond handle the Mississippi Valley States. \ We here in this section would be very unfortun ately situated to have to deal with flew Orleans or with Atlanta. We want to be linked with Birmingham and Louisville, with Richmond taking care of the Atlantic Coast States. First; Louisville is so situated geographically that it is peculiarly fitting that a Regional Bank be located in that place, sinoe Louisville is in the heart of a section of our country from which funds oould be more easily obtained for the prompt facilitation of enterprises which are going to be launohed and for the better futheranoe of those already begun. -There is no place contiguous to it ’which would serve half so well and those farther away would only work a burden and hardship upon the people Secondly; It is in tha centre of a section where distilleries are very rife and Louisville Bankers are more thoroughly familiar with the peculiar instruments which these distillers present, with thepr undisputed negotiotability than are Bankers elsewhere. IIn view of the two above expressed reasons I deem Louisville to be the desirable place for the establishment of a Regional Bank. My dear Mr. Cox; You are aware that I am deeply interested in the selection of Louisville as a location for one of the Federal Reserve Banks provided for in the new Currency Law. In this I am not actuated alone by purely selfish motives for I am exceedingly anxious, as are all bankers, that this law in its actual operation be successful in accomplishing all that its loyal supporters claim for it and that it not be restricted or hampered by unwise divisions of the country with respect to the various territories to be served by the new banks. One of the chief considerations in defining the regions is that each one be self-sufficient and self-sustaining insofar as possible. It appears to be difficult, in fact, almost impossible to entirely accomplish this with respect to the Southern States because of the extensive requirements of the cotton crop which necessitates the banks of the South borrowing and rediscounting for a large part of the year. It is proposed to place forty-one counties situated in the Southern part of Indiana in the Louisville Region which will then extend toward the South as indicated on the map sub mitted to the Organization Committee, For your information I have attached hereto a map of Indiana showing the division that we would make in this State, This section of Indiana contains capital and sur plus in the National Banks to the amount of $20,000,000 which will furnish about $1,250,000 of the capital and about $3,000,000 of deposits for the Federal Reserve Bank. This territory being independent and never large borrowers would materially aid in solving the difficulty with respect to the South or at least one portion of it. Furthermore, the natural trend of commerce of this section is to and througn Louisville and a bank at that point would be convenient for all; whereas it ftould not be practical to attach this section of Indiana to a Southern territory with any other point than Louisville as xhe location for the Reserve Bank. The Bankers of Kentucky appreciate more fully than those in any other section the money requirements of distillers and this being the oase will loan more readily to distillers than Bankers in other sections of the country. This applies especially to the bankers in the City of Louisville and it is of seeming great importance to the liquor trade throughout the country that a Regional Bank be established in that City thus enabling the Kentucky Distillers to obtain the necessary funds to arry on their business and be in a position to extend required assistance to a large number of their customers outside the State. Furthermore a large amount of southern business is transacted through the City of Louisville and as it is very close to the centre of population of the United States would seem to be a logical point for a Regional Institution. Their arguments in favor of having such a bank es tablished in their city are many and have undoubtedly been placed before you*The fact however that said city pays such a tremendous amount of the Internal Revenue Taxes and its relationship to the territory to the south of it should in our opinion be a strong incentive with your honorable board to establish such a bank there.
