Dear Mr. Volcker: We have learned that you are coming to Tokyo to participate in the centennial anniversary celebration of the Bank of Japan on October 12. We would be much obliged if you can spare us about one hour during your stay in Tokyo for an exclusive interview with you. The world economy has been in the doldrums since the fitst oil crunch, with industrially advanced nations suffering from economic recession and developing nations facing a huge amount of debts due to the decline of prices of primary products. "How can we find a breakthrough in such economic situations?" This will be our main question. The Mainichi Shimbun (newspaper) is one of leading newspapers in Japan with a daily circulation of about 4.5 million and its financial stories are noted for accuracy. Allison Paul -I have noticed on the attended schedule your tentative plans to visit the Bank of Japan in October. At the risk of seeming presumptuous, and assuming that you will wish to be accompanied by a member of the staff, may I request that you consider my accompanying you. Japan is well along on plans to replace its currency with a totally new design. They are perhaps a year and a half ahead of us, and we could learn a great deal from them for our own program -- especially, at this stage. (Members of our staff held similar discussions with several European central banks this spring and found them very helpful.) I am not prepared to suggest a special trip to Japan just for that purpose, but if some other purpose could also be served -- such as accompanying you on your trip -- then I think it would be most worthwhile. I have spoken to Ted Truman about this and he sees no problem. He had not planned to participate. 1.
