WIRE FROM TREASURY
TO
FEDERAL RESERVE BANK
March 11, 1942

Reference is made to my telegram of March 7,
1942, conferring upon you, as fiscal agent of the United
States, full authority to exercise any and all powers
delegated to the Secretary of the Treasury under section
5(b) of the Trading with the Enemy Act, as amended, together with all other powers vested in me, for the purpose
of carrying out the program for dealing with the property
of evacuees from the Pacific Coast military areas.
As stated in such telegram, you will be reimbused for all expenses incurred in connection with the
carrying out of this program.
Fiarthermore, you are directed to perform any and all acts incident to the accomplishment or furtherance of this program as fiscal agent
of the United States, and as such you are of course entitled to be reimbursed for all expenses and obligations
arising out of such agency, for which under law such an
agent would be entitled to reimbursement*
Your attention is also directed to the acquittance provisions of subdivision (2) of section 5(b) of
the Trading with the Enemy Act, as amended. In addition,
to the extent that I have authority to obligate the
Treasury Department, the Treasury Department will hold
you harmless from any liability incurred by you without
negligence in connection with the carrying out of this
program.
