A short time ago, you will recall, when the members of the Board were
discussing the dangerous inflationary developments, you said you would be
interested in seeing a copy of the anti-inflationary program submitted to the
President last April by a committee which he appointed, and also copy of a wire
which I sent to him from out West shortly after the enclosed memorandum was
given to him and a few days before he announced to the nation his 7-point
program* I am, accordingly, enclosing copy of both the memorandum and the wire,
I think you will agree with me that in the light of what is happening
and what is in prospect, the President would have been well advised had he accepted the program as outlined by this committee.
Because of their confidential nature, kindly return the memorandum and

Hie attached copy of the program submitted to the President last
April is sound and should be pursued. Certainly, the events since then
have established the fact, beyond any question of a doubt, that the
program should have been adopted. No time should be lost in adopting
it as soon as possible.
