Just in case Mr. Thurston hasn't called the enclosed to your attention
I am doing so. It is almost the identical stand taken by Hoover and
the adoption of the amendments would completely wreck the tax. Moreover,
it lays down the most reactionary principle of taxation, that of taxing
in proportion to benefits received.
And the National Democratic Committee saw this speech beforehand and
paid to broadcast itI
