Howard Hunter t o l d me t h i s H o m i n g t h a t the P r e s i d e n t ,
a f t e r a meeting w i t h Woodrum, has decided t h a t he w i l l have t o
send a message t o Congress on '/PA and t h a t h^ o r p e c t s t o ser<? i t
e a r l y next week, perhaps on Tuesday. Hunt erjj advised t h a t , w i t h
a message from the P r e s i d e n t , there s r i l i be l i t t l o Congressional
o p p o s i t i o n t o i n c r e a s i n g the iPA a p p r o p r i a t i o n above the o r i g i n a l
Budget e s t i m a t e . He d i d not knof bow much the message w i l l ask
f o r , but he thought t h a t you and Secretary Wallace might want t o
consider the d e s i r a b i l i t y of u r g i n g again a s u f f i c i e n t a p p r o p r i a t i o n t o permit some expansion i n Wk r o l l s . I t o l d Hunter t h a t
1 would pai-s t h i s a l o n g t o y o u , and t o E z e k i e l and G i l b e r t , who
would, i n t u r n , inform t h e i r c h i e f s . Hunter s a i d he knew you
would understand t h a t he was passing t h i s along i n s t r i c t e s t
confidence and on a p r i v a t e , u n o f f i c i a l b a s i s .
