December 5, 1940* Dear Bob: Enclosed is a copy of a talk the Chair man gave in New York a week ago at what was sup posedly an off the record discussion held by the National Industrial Conference Board. Inasmuch as soise very misleading newspaper accounts subsequent ly appeared, he decided to make public the text of what he actually said* He thought you might have an opportunity of looking it over since it deals primarily with banking and monetary problems that your coirsnitiee will havo to struggle with.
