My dear Mr. S c c l e s :
F i r s t , l e t me express to you my extreme
pleasure in having had the opportunity o f seeing and
lunching with you in Washirgton the other day, and of
conversing witti you upon various subjects which are rather
near and dear t o my heart.
This morning's newspaper in Jacksonville,
the Florida Times Union, brings a UP condensation of your
l e t t e r to Senator Vandenberg. You have so c l e a r l y and adequately expressed what, to the minds of a number of us
smaller i n d u s t r i a l i s t s in the South i s so very important,
namely that o f being able to obtain proper and adequate loans
and financial assistance from our banks, that I must perforce
add t o the burden of your mail by expressing my appreciation
and that, I am sure, of a large number of small business men
in our section of the country.
I t i s our hope that your quite c l e a r explanat i o n and i t s suggested remedies w i l l reach the eyes and minds
o f the proper authorities f o r the c o r r e c t i o n of these things.
I t is so profoundly true that small business, which I have
and always w i l l argue i s the backbone o f the industrial part
o f our nation, cannot a v a i l i t s e l f of the same modus operandi
as does large business in the conduct of i t s f i n a n c i a l a f f a i r s ,
that i t t h e r e f o r e , in my c o i c e p t i o n , must f o l l o w that the most
l i b e r a l attitude p o s s i b l e should be permitted to the banks to
use t h e i r own d i s c r e t i o n unhampered by i n f l e x i b l e r e s t r i c t i o n s .
I t is an unusual s a t i s f a c t i o n t o know that one in
high position such as you, has interested himself in the cure
o f the problem*

This i s t o thank you for your l e t t e r of June 17th.
I greatly enjoyed the opportunity to have luncheon with you
when you were in Washington recently and t o discuss subjects
which are of mutual interest.
Your references t o my letter to Senator Vandenberg
are particularly gratifying* I am enclosing a copy of the
f u l l text, inasmuch as the newspaper dispatch which you mention was merely a condensation. Now that the agreement has
been made public, I think i t w i l l be apparent that some very
important and constructive changes have been made affecting
the lending and investment policies of the banking system and
especially in affording credit f a c i l i t i e s f o r the small and
medium-sized businesses which heretofore have been effectively
barred from obtaining needed capital from the banks.
Your courtesy in writing i s very much appreciated,
and I wish to reciprocate most heartily your cordial good
wishes.
