FRAKCIS San Francisco - California CONFIDENTIAL Sunday morning• Dear Marriner I had an appointment with General DeWitt for Saturday afternoon at 3 ~ after returning from Seattle, Olympia and Portland and after conferring with various groups there and here. Asked Day and Hale whether they wished to go with me. At first Day said no because he would be busy signing letters which are going to the banks of the district re this program - later he changed his mind and came along. The conference was the best we had so far. The General came to the point: !lYes, the evacuees will move - and move soon!11 Plans and setup will be put into effect soon. Legislation is pending re evacuee citizens. Bill S2352. It will pass early next week (Gen'l. hopes) and official statements will come from DeWitt. Early next week or this - they will move. All questions that were bothering us were answered by the General. After this important and informative conference something happened that will illustrate how Day feels about all this. He said nothing. I waited for him to say he was going to move fast and faster - but he said nothing. We got into car - he said nothing. Finally - after riding for about fifteen minutes - he groaned - and let out only one sentence; "God damn t h i s war I11 This is playing hell with Bill Dayfs orderly and regular habits at the Bank and at home. Itfs so much bother! Itfs not according to Hoyle - no law - no rules - no chart to go by! Too much interference. Hale is much better - but he must respect Day's attitude - his superior officer* Clerk is a methodical banker - who likes to reminisce! The way he did things twenty years ago. (It was much better then) All in all they don't like the Treasury men - at all - and the Treasury men (who aren't men at all, but young, bright, ambitious boys with authority!) do not help the situation any. They make themselves disliked by the manner - and know all the answers 1 The legal situation doesn't help much. But in spite of all this - we are forging ahead, making progress all along the line! In fact we are ahead of the rest of the program - as we should be. - 2 Much more must be done - especially in Los Angeles - where I shall spend three or four days with Hale. Leaving here tomorrow. Plan to be back in Washington end of week - in office Monday. Bold - Asst. Manager at Los Angeles - who takes Croft's place looks heavy and slow moving - and I don't need to tell you about Ambrose! Yet Los Angeles has the immediate and the tremendous problems! Everson (under Hale) who has charge of the San Francisco office for property problems for evacuees - is unimaginative - and routineI I so told Hale! However, again, I repeat that we are going ahead. Offices and offices are being opened - and property problems are being solved. Monday or Tuesday the whole effort - including Fed. effort - will be coordinated into one effort! Itfs fun! Matt. P.S.
