December 5, 1940 Dear Mr. Carmody: Chairman Eccleo requested me to 3end you the enclosed copy of the talk which he gave before the National Industrial Conference Board in Ke.. York last week at what was supposedly a closed discussion. Subsequent newspaper reports appeared, however, that were remarkably inaccurate, accord ingly, the Chairman decided yesterday to give out the text of what he actually had to say.
