Dear Franklins
The name of Ralph Manual has been
placed before you as a possible appointee
as a Governor of the Federal Reserve System.
As a friend of his I would like to add my
personal endorsement. I can speak of
Manual as a high class coiapetitor, for
whom nobody has an axe to grind and of
whom a l l are fond, friends, associates ant!
competitors. He has ali?ays been a student
of banking, and nobody out here has any
clearer idea of banking legislation than
he, from a practical as r e l l as a technical standpoint.
Since this i s but a personal
l e t t e r , l e t me add that the Cewey family
and I had great pleasure tlds summer in
having Cornelia Bewey v i s i t us for a
month. She never looked better and
certainly she gets a tremendouc amount
of good and pleasure out of Warm Springs.
I t i s a wonderful place.



With much interest have I watched legislation during the l a s t few years,
and I agree with your ra<3io announcement
th^t if nothing else had been enacted
your Social Security Act alone mmld be
an outstanding monument of achievement
for the 74th Congress.
