Dear Arthurs
Referring to the mooting at the
Treasury last Thursday afternoon -which was held
for the purpose of discussing a tax program,
you will recall that there was presented by the
Treasury a plan to place the expansion of the
Social Security program at the center of the Administration * s revenue proposal. When I was
asked for ray views, I suggested that I would lite
to think the matter over and submit a memorandum.
The Secretary said he would be glad to have me do
so*
Knowing of your interest in this subject, 2 am enclosing a copy of the memorandum together with a copy of ny confidential letter of
transmittal to Mr* Bandolph Paul*
