In connection with the Bretton Woods matter
I attach a revised list of Government agencies
established by Congress with ex officio members.
This list includes not only agencies whose members are all ex officio but also agencies whose
members are partly ex officio.




AGENCIES HAVING EX OFFICIO MEMBERS
The following Federal Goverament agencies established by
statute are headed by boards having ex offi'cio members:
1. Central Bank for Cooperatives* - Six directors including
the Cooperative Bank Commissioner of the Farm Credit Administration
(as Chairman), and six others appointed by the Governor of the Farm
Credit Administration* Makes loans to cooperative associations and to
regional banks for cooperatives* (Act of June 16, 1933; U.S*C, Title
12, Sec. 1134g).
2* Contract Settlement Advisory Board* - Secretaries of War,
Havy, and Treasury, Chairman of Maritime Commission, Administrator of
Foreign Economic Administration, Chairman of Reconstruction Finance
Corporation, Chairman of War Production Board, Chairman of Smaller War
Plants Corporation* and Attorney General, and Director appointed by
President* Administers Contract Settlement Act of 1944* (Act of July
1, 1944; U.S.C., Title 41, Sec* 106)*
3* Council of National Defense* - Secretaries of War, lavy,
Interior, Agriculture, Commerce, and Labor. Coordinated industries
and resources for national security and welfare in World War I* (Act
of August 29, 1916; U.S.C., Title 50, Sec. 1)*
4* Federal Deposit Insurance Corporation* - Board of directors
of three members, one of whom is the Comptroller of the Currency, and
two are appointed by the President* (Act of June 16, 1933; U.S*C,
Title 12, Sec. 264).
5. Federal Farm Board. - Secretary of Agriculture and seven
other meifcers appointed by President. [Subsequently superseded by
Farm Credit Administration.] (Act of June 15, 1929; U.S.Ci, Title 12,
Sec* 1141a).
6. Federal Farm Mortgage Corporation* - Secretary of the
Treasury, Governor of Farm Credit Administration, and Land Bank
Coxamissioner* (Act of January 31, 1934; U.S.C*, Title 12, Sec*1020).
?• Federal Farm Loan Board. - Secretary of the Treasury and
six other members appointed by the President. (Act of July 17, 1916;
U.S.C., Title 12, Sec. 652). [How obsolete.]
8. Federal Reserve Board. - As originally constituted, consisted
of the Secretary of the Treasury, the Comptroller of the Currency, and
five other members appointed by the President. (Act of December 23,
1913; 38 Stat, 251).
9* Federal Savings and Loan Insurance Corporation. - Trustees
are the members of Federal Home Loan Bank #oard* (Act of June 27, 1934;
TJ*S.C, Title 12, Sec* 1725).




-a10. Foreign Trade Zones Board, - Secretary of Commerce
(Chairman) and Secretaries of Treasury and War* Issues permits for
the maintenance of foreign-trade zones in ports of entry of the United
States for the purpose of expediting and encouraging foreign commerce.
(Act of June 18, 1934; U.S.C*, Title 19, Sec* 81a).
11. Migratory Bird Conservation Commission. - Secretaries of
Interior, Commerce, and Agriculture, two members of the Senate and two
members of the House* Administers Migratory Bird Conservation Act.
(Act of February 18, 1929; U.S.C., Title 16, Sec* 715a).
12* national Archives Council* - Secretaries of each of the
executive departments, Chairmen of Senate and House Committees on the
Library, Librarian of Congress, Secretary of Smithsonian Institution,
and Archivist of the United States* Defines classes of materials to
be transferred to the National Archives. (Act of June 19, 1934; U.S.C.,
Title 44, Sec. 300f)*
15. lational Capital Park and Planning Commission* - Chief
of Engineers of the Army, Engineer Commissioner of the District of
Columbia, Director of the national Park Service, Chief of the Forest
Service, Chairmen of the Committees on the District of Columbia of the
Senate and House of Representatives, and four citizens appointed by
the President. (Act of June 6, 1924; U.S.C*, Title 40, Sec* 71).
14. National Historical Publications Commission. - Archivist
of the United States, Historical Advisor of State ttepartiaent, Chief
of Historical Section of War Department, Superintendent of laval Records
in Havy Department, Chief of Division of Manuscripts in Library of Congress, and two members of American Historical Association appointed by
the President. Recommends publication of manuscripts of historical
interest* (Act of June 19, 1934; U.S.C, Title 44, Sec. 300e).
15* National Munitions Control Board. - Secretary of State
(Chairman), and Secretaries of Treasury, War, Navy, and Commerce.
Recomaends articles to be considered ^arms11, ^munitions11, etc. (Act
of Hovember 4, 1939; U.S.C*, Title 32, Sec. 452).
16. Reconstruction Finance Corporation. - As originally
constituted, consisted of the Secretary of the Treasury, the Governor
of the Federal Reserve Board, the Farm Loan Commissioner, and four
directors appointed by the President. (Act of June 22, 1932; 47
Stat. 5).
