Committee on Post-war Economic Policy and Planning (Senate Report

(16) OVERLAPPING FUNCTIONS OP GOVERNMENT! - A careful
study should be made of all the governmental bureaus
and departments with a view to the elimination of
those which do not perform a real and vital function
and of the overlapping functions of others. Whatever
steps are necessary should be taken to coordinate and
unify the activities of all the departments, to be
certain they do not pull in different directions.ff
