He t hought he was a cquainted vri t h the soUrce of t he information which ·
the S~cr~tery hali received; h e. a ssUllled t hat 1 t . came from a Mr. Rawlins
who is ~onnected with t h e Phelps Dodge Corporation, and who prof,esses
to b e a ~ery ~ublic-sbitited individual but does very little for~the .
pubiic . He stated he- was quite cert8in t hat his bank had met _all the .
requirements of the· .di s.t ricts which it and its br anches r ep re~ent ,
ths,t t he br anches , outside of t h e- two which are issuing 'a.gent ·s , are

and insufficient pji!r.sonnel. Mr. Bawlins has tried on a numb·er of
occasions to get t he· banks loca ted in .the c ity where t he P helps Dodge

physic~ impos~ibility for t hat branch to issue bonds on t hat day and
in ail ptobabi lit~ customers would ·have to wait longer for thei~ ~ecuri ­

deal on advertisi!lg , newspapers , billboar,ds , the r~dio , and by wri ting

small branches are loca ted t here is a Po.st Off ice selli ng bonds and
