Government Debt

Government debt is the debt owed by the United States government, and is money borrowed through government securities and federal government agencies. U.S. public debt comes from debt held by the public and debt held by government accounts. This debt has a limit on the total amount of bonds that can be issued, known as the debt ceiling.

Documents on debt ceiling increases can be found in this collection as can speeches and hearings on or referring to the federal government debt. Economic reports of the president can also be found in this collection, which is an annual report written by the Chairman of the Council of Economic Advisers.

Description:
The Department of the Treasury was established in 1789. These annual reports also contain the reports of the many departments of the Treasury, including the Bureau of the Mint, Bureau of Engraving and Printing, Bureau of Customs, Office of the Comptroller of the Currency, Secret Service, and the Internal Revenue Service.

This annual report ceased publication after the 1980 annual report. Data found in the annual report is available for recent years in performance and accountability reports of the Treasury, the Treasury Bulletin, the annual report of the Bureau of Financial Management Service, and in annual reports of other bureaus of the Treasury.

Statistical Appendices for the years 1968-1980 are included.

Most of the reports for the years 1790-1844 were bound together into four volumes with combined indexes at the end of each volume. The index for the volume and table of contents listing the reports contained in that volume are included in the pdfs for the applicable years. Additionally, reports for the years 1789, 1792-1794, and 1796-1800 were downloaded from the American State Papers, digitized by the Library of Congress.

In the report for 1842, there is a notation that an act to establish a fiscal year for the United States was approved on August 26, 1842.

Description:
The Economic Report of the President is an annual overview of the nation's economic progress written by the Chair of the Council of Economic Advisers. It is transmitted to Congress no later than ten days after the submission of the official budget of the United States government. The report uses text and extensive data appendices to describe current and foreseeable trends and quantifiable goals for employment, production, real income, and federal budget outlays, among other measures. It also provides specific employment objectives for significant groups of the labor force and a program for carrying out objectives. The report has been published since 1947.

Description:
The Subcommittee on General Credit Control and Debt Management of the Joint Committee on the Economic Report was created in the spring of 1951, for the purpose of conducting a general inquiry into monetary policy and debt management. The subcommittee prepared questionnaires, addressed to the primary officers of the Federal Government concerned with monetary policy and debt management, as well as to numerous persons in the private economy.

Part 1 contains replies by the Secretary of the Treasury, the Chairman of the Board of Governors of the Federal Reserve System, and the Chairman of the Federal Open Market Committee (in collaboration with the Vice Chairman). Part 2 contains replies by Federal Reserve Bank Presidents, the Council of Economic Advisers, the Comptroller of the Currency, the Chairman of the Federal Deposit Insurance Corporation, the Administrator of the Reconstruction Finance Corporation, state bank supervisors, economists, bankers, life insurance company executives, and United States government security dealers, along with a statement by a Conference of University Economists sponsored by the National Planning Association. An index to both volumes is found at the end of Part 2.

Description:
The Subcommittee on General Credit Control and Debt Management of the Joint Committee on the Economic Report was created in the spring of 1951, for the purpose of conducting a general inquiry into monetary policy and debt management. The subcommittee prepared these questionnaires, addressed to the primary officers of the Federal Government concerned with monetary policy and debt management, as well as to numerous persons in the private economy. Results are published in the two-volume document: Their Role in Achieving Price Stability and High-Level Employment.
