Description:
E. G. Spaulding, Chairman of the Subcommittee of the Ways and Means at the time of the 1862 Legal Tender Act, compiled this history of paper legal tender. At the time of the Act, the United States had no national currency and no means to support the Union effort in the Civil War. The Act was passed to authorize the creation of paper money not backed by gold or silver, legal tender for "payment of all taxes, internal duties, excises, debts, and demands of every kind due to the United States." The Act laid the foundation for the creation of a permanent currency in the decades after the Civil War.

The Federal Reserve Act: Its Origin and Principles was written as a reminiscence by Senator Robert L. Owen, Oklahoma, who drafted the Act with Representative Carter Glass, Virginia. Owen served in the US Senate from 1907 to 1925 and was Chairman of the Senate Committee on Banking and Currency from 1913-1919. This small volume provides a contemporaneous view of the early days of the Federal Reserve System.

His papers are housed at The Carl Albert Center, University of Oklahoma and Library of Congress.

The text begins with description of the National City Bank of New York, followed by a brief history of national banking since the passage of the National Bank Act in 1863. The technical details of organizing a national bank are set forth, along with an analysis of both the Federal Reserve Act and the National Bank Act as they affect the management, supervision and general business practices of national banks. The Reserve Act itself is reprinted and indexed, with amendments up to January 1, 1921.

Irving Fisher (1867-1947) was an early practitioner of mathematical economics. Departing from his primary interest in theories of interest rates, capital, and investments, this work is an early foray into analysis of business cycles, and the expression of his debt-deflation theory. In it he identifies nine main factors influencing depressions, provides empirical observations of those factors, and makes suggestions for remedial actions. It is an elaboration of the author's address at the meeting of the American Association for the Advancement of Science, held at New Orleans, Jan. 1, 1932.

These two volumes of Proceedings and Documents of the United Nations Monetary and Financial Conference held at Bretton Woods, New Hampshire, July 1-22, 1944, are intended as a collection of working papers issued at the Conference. A comprehensive index is found in Volume II. These volumes are published in 1948 as Department of State Publication 2866, International Organization and Conference Series I, 3.

The United Nations Monetary and Financial Conference, also referred to as the Bretton Woods conference, was a gathering of delegates from all 44 Allied nations in July 1944. The results of the Conference included the formation of the International Bank for Reconstruction and Development (IBRD) and the International Monetary Fund (IMF), as well as the implementation of a system of fixed exchange rates, which remained in place until the 1970s.

Description:
This paper, prepared by Stephen H. Axilrod, Staff Director for Monetary Policy, in collaboration with members of the Board's Division of Research and Statistics, evaluates the probably effects of lifting the prohibition on payment of interest on demand deposits, which had been in effect since 1933. The effects on banks, other depository institutions, and the public, as well as on monetary policy and credit markets as a whole, are discussed. The study suggests that the most significant potential problem lies in the transitional adjustments of banks and other institutions to the new competitive environment; possible mitigation techniques are discussed.
