C, APRIL 13, 1939 SUMMARY OF BUSINESS TRENDS "DUSINESS activity has held at an even pace during the early •*-* part of April. Favorable reports on current volumes were generally obscured as stock prices moved sharply lower and political events in Europe again held the spotlight. The drop in stock prices carried the Dow-Jones "averages" of industrial shares to 121 on April 8, compared with the 1938 high of 158 and the 1938 low of 99. Railroad and utility shares also moved lower. Commodity prices showed little change. Included in the news reports of the week were a spurt in retail sales of automobiles, an enlarged volume of pre-Easter generalmerchandise sales, a substantial gain in loadings of merchandise and miscellaneous freight, a marked rise over a year ago in sales of electrical equipment in March and another favorable report on the volume of private residential building from the F. W. Dodge Corporation. The principal change in industrial output last week was the decline in coal output as operations over a large area were suspended pending the completion of a new labor contract. Steel output was down about a point, and automobile assemblies were slightly higher. Industrial output is currently about one-fourth above the level of a year ago, with practically all major industries operating at a rate considerably higher than in the corresponding period of 1938. A year ago the 1937-38 recession was close to the bottom which so far as industrial output is concerned was reached in May. The total value of construction contracts in March for the 37 States covered by the Dodge reporting service was $300,661,000. Aside from the 1938 period when public awards were unusually large, this represented the highest monthly total, with two exceptions in 1937, since 1931. Residential awards of $125,225,000 were the highest for any month since 1929. While the 50-percent gain from February to March in residential contracts was outstanding, there was a substantial seasonal rise also in nonresidential building contracts. Utility awards were but little changed from the February total.
