Tuesday, September 12, 1916, PRESEET: Governor Harding, presiding, 'If Hamlin Mr. Miller, Mr. ,arburg, Mr. Mr. Allen, Secretary, Requests for the establishment of a rate for 15-day paper were received from t_e Federal Reserve Bans of Cleveland and Richmond and approved ab follo,s:Cleveland.
