The Secretary of the Treasury presided and Mr.

H. P. Willis acted as secretary to the meeting.
The Class "0" directors of the Federal Reserve
Bank of Boston appeared before the Board by invitation and
discussed the details of organizing the bank.
Questions relating to the date of opening
