Barton Payne, Gen. Counsel United States Railroad
Administration dated April 20, stating that it was
necessary for the Pierre ViArquette Railroad, which
is now under Federal control, and which operates
lines in Canada, to make settlement of personal injury suit to avoid danger of damages materially in
excess of settlement secured;

that the Company has

no dealers license although one has been applied
for, and asking permission to make payment.

Mr. Strauss reported that he

had advised Judge Payne to secure a bank draft from
some bank which has é. dealers license, and that he
then would only be required to sign a statement showing purpose for which draft is secured.

Mr. Strauss's

action in the matter was ratified by the Committee.
