TtLaich Supplamant '9*3 FOREWORD • T H I S Statistical Supplement to the FEDERAL H O M E LOAN BANK R E V I E W is designed to bring together, in convenient form, a vast quantity of pertinent reference material bearing upon residential construction and home-financing activities. The Supplement provides statistical information covering approximately a 10-year period, including all revisions made up to the beginning of the current year. Indexes are presented on a base of 1935-1939 = 100, to facilitate comparisons between various statistical series. In addition, space is provided in most instances for inserting 1943 data as such material is made available in the regular tables appearing in the Monthly Survey section of the R E V I E W . With only two exceptions, all series presented in March 1942 have been preserved, revised, and brought up to date. In addition the following material is included this year for the first time: a State-by-State break-down of mortgage recordings showing the annual totals for each type of mortgagee; trends in the membership of the Federal Home Loan Bank System; and a summary of FHA insured mortgage operations. Estimates for total nonfarm residential construction are again included in the Supplement, having been in the process of revision when the 1942 edition was prepared. The indexes of new investments and repurchases of private share capital in insured savings and loan associations have been eliminated, but the dollar volume of these operations has been preserved. In the interest of perfecting future supplements, the Editor of the REVIEW T will welcome all comments and suggestions which will make these tables more practical for use by executives and economists in the field of residential construction and home-mortgage finance. T h e National Income Division of t h e Bureau of Foreign a n d Domestic Commerce has prepared a bulletin entitled " M o n t h l y Income P a y m e n t s in t h e United States, 1929-1940" which describes in greater detail t h e sources a n d methods used in compiling t h e series. I t is useful primarily in indicating t h e changes in t h e dollar volume of income payments. However, because t h e index does n o t reflect changes in t h e basic price levels, it does not measure the purchasing power of a given income. NONFARM FORECLOSURES: Compiled b y t h e Federal Home Loan Bank Administration, Division of Operating Statistics. T h e index is adjusted for normal seasonal variations, a n d is based upon d a t a reported m o n t h l y from approximately 1,800 counties, cities, townships, or other governmental divisions. Approximately 75 percent of all nonfarm dwellings are included in this reporting sample. I t measures t h e n u m b e r of properties currently being acquired through foreclosure, expressed as a percentage of t h e average 1935-1939 m o n t h . Although non-residential a n d multifamily foreclosures comprise a b o u t 15 percent of t h e totals used, this index is a gauge of t h e ability of home owners t o meet obligations. RENTAL INDEX: Compiled b y t h e Department of Labor, Bureau of Labor Statistics based on reports from 34 large cities. R e n t d a t a are collected for all types of dwellings occupied by wage earners a n d lower-salaried workers. T h e rent series is p a r t of t h e comprehensive cost-of-living d a t a recorded by t h e Bureau of Labor Statistics. INDUSTRIAL PRODUCTION: Compiled by t h e Board of Governors of the Federal Reserve System, Division of Research and Statistics. This seasonally adjusted index was completely revised in August 1940, a n d a detailed description of its preparation is included in t h e August 1940 issue of t h e Federal Reserve Bulletin. T h e index is m a d e u p of two components: manufactures a n d minerals. T h e manufactures portion is further broken down into t h e production of durable a n d nondurable g^oods. I t is derived from 81 individual series distributed among 16 groups of manufacturing industries and two groups of nr'ning industries. T h e index serves as a measure of changes in t h e physical volume of t h e country's industrial o u t p u t . MANUFACTURING EMPLOYMENT: Compiled by t h e 17. S. Department of Labor, Bureau of Labor Statistics, on a base equal t o t h e monthly average of 1939. T h e index is converted t o a 1935-1939 base a n d adjusted for seasonal variations by t h e Division of Operating Statistics of t h e Federal H o m e Loan Bank Administration. I t is based upon monthly reports received from establishments employing approximately 55 percent of all factory wage earners in t h e country. A further breakdown is available from t h e D e p a r t m e n t of Labor between employment in durable and nondurable goods industries. 2 WHOLESALE BUILDING MATERIAL PRICES: Compiled b y t h e U. S. Department of Labor, Bureau of Labor Statistics, on an original base of 1926= 100. T h e index is converted t o t h e 1935-1939 base by t h e Division of Operating Statistics of t h e Federal H o m e Loan Bank Administration. I t is one of t h e 10 major classifications included in t h e weekly price series based on 889 commodities a n d prepared b y t h e Bureau of Labor Statistics. T h e building material index is composed of subclassifications on brick a n d tile, cement, lumber, p a i n t a n d paint materials, plumbing a n d heating, structural steel, a n d a miscellaneous group. Wholesale delivery prices are obtained weekly for these items in 48 selected cities a n d a monthly average is computed from these figures. T h e composite building-material index does n o t pertain strictly t o home building b u t provides t h e best available guide t o t h e fluctuations in wholesale prices of materials which loom large in t h e construction of residential dwellings. WHOLESALE LUMBER PRICES: Compiled by t h e 'u. S. Department of Labor, Bureau of Labor Statistics, on an original base of 1926= 100, converted by t h e Division of Operating Statistics of t h e Federal H o m e Loan Bank Administration to a 1935-1939 base. This index is one of t h e component p a r t s of t h e wholesale building material-price index mentioned above. I t was completely revised in October 1940 a n d is now based on a larger sample of prices a n d an improved m e t h o d of weighting. In all, 44 different lumber items are included in t h e new series. Because of t h e i m p o r t a n t bearing of t h e lumber factor upon t h e t o t a l cost of t h e typical single-family home, price fluctuations evidenced in this individual series are of particular significance t o home-financing institutions. SAVINGS A N D L O A N MORTGAGE LENDING: Compiled by t h e Federal Home Loan Bank Administration, Division of Operating Statistics, from t h e monthly reports of cooperating savings a n d loan associations. D E S C R I P T I O N OF H O U S E The house on which costs are reported is a detached 6-room home of 24,000 cubic feet volume. Living room, dining room, kitchen, a n d lavatory on first floor; three bedrooms and b a t h on second floor. Exterior is wide-board siding with brick and stucco as features of design. Best quality materials and workmanship are used throughout. T h e house is not completed ready for occupancy. I t includes all fundamental structural elements, a n a t t a c h e d 1-car garage, an unfinished cellar, a n unfinished attic, a fireplace, essential heating, plumbing, a n d electric wiring equipment, a n d complete insulation. I t does not include wallpaper or other wall or ceiling finish on interior plastered surface, lighting fixtures, refrigerators, water heaters, ranges, screens, weather stripping, a n d window shades. Reported costs include, in addition t o material a n d labor costs, compensation insurance, a n allowance for contractor's overhead a n d t r a n s p o r t a t i o n of materials, plus 10 percent for builder's profit. Reported costs do not include the cost of land or of surveying t h e land, of planting t h e lot, a n d of providing walks a n d driveways; t h e y do not include architect's fee, cost of building permit, financing charges, a n d sales costs. F I G U R E S ON I N D E X B A S I S Cost d a t a , which were previously reported on a dollar basis, have been converted t o a n index basis, for the foliowing reasons: First, t h e total cost of t h e s t a n d a r d house in one city could n o t be compared directly with t h e total cost in 3 another city. Second, t h e estimated total cost figure of t h e s t a n d a r d house for a given city was not comparable with t h e actual cost of a 6-room frame house in t h e same city. T h e indexes, as now reported, provide a basis for t h e study of t h e I? end of costs within an individual reporting community or a comparison of t h e t r e n d s in different cities a n d Bank Districts—the real purpose of t h e index. Figures presented in these tables include all revisions u p t o the present time. Revisions are unavoidable, however, as more complete information is obtained. Approximately 4 3,000 Federal, State-member, a n d nonmember associations whose assets represent about 65 percent of t h e total assets of all savings and loan associations are included in t h e sample of institutions upon which t h e final estimates a r e based. The table on page 15 shows a breakdown of t h e total loans by purpose as well as b y class of association originating t h e loans. T h e percent distribution in t h e column following t h e annual t o t a l indicates t h e relation of t h a t purpose or class t o the aggregate loans for t h e year. The figures do not include terminated mortgages and cases in transit to or being audited by t h e Federal Housing Administration. They include only t h e mortgages on 1- to 4-family homes insured under Titles I I and VI. The Federal agency classification includes t h e R F C Mortgage Company, t h e Federal National Mortgage Association, and t h e United States Housing Corporation. The " o t h e r " classification includes mortgage companies, finance companies, endowed institutions, private and State benefit funds, etc.
