T H I S Statistical Supplement to the FEDERAL H O M E LOAN BANK R E V I E W is
designed to bring together, in convenient form, a vast quantity of pertinent
reference material bearing upon residential construction and home-financing
activities.
The Supplement provides statistical information covering approximately a
10-year period, including all revisions made up to the beginning of the current year.
Indexes are presented on a base of 1935-1939 = 100, to facilitate comparisons between
various statistical series. In addition, space is provided in most instances for
inserting 1943 data as such material is made available in the regular tables appearing
in the Monthly Survey section of the R E V I E W .
With only two exceptions, all series presented in March 1942 have been preserved,
revised, and brought up to date. In addition the following material is included this
year for the first time: a State-by-State break-down of mortgage recordings showing
the annual totals for each type of mortgagee; trends in the membership of the
Federal Home Loan Bank System; and a summary of FHA insured mortgage operations. Estimates for total nonfarm residential construction are again included in
the Supplement, having been in the process of revision when the 1942 edition was
prepared. The indexes of new investments and repurchases of private share capital
in insured savings and loan associations have been eliminated, but the dollar volume
of these operations has been preserved. In the interest of perfecting future supplements, the Editor of the REVIEW T will welcome all comments and suggestions which
will make these tables more practical for use by executives and economists in the
field of residential construction and home-mortgage finance.
The presentation of this Supplement would not have been possible without the
full cooperation of the Division of Operating Statistics of the Federal Home Loan
Bank Administration; of the Bureau of Labor Statistics in the U. S. Department of
Labor; and of the Division of Research and Statistics of the Federal Housing Administration. Their contribution is sincerely appreciated.
Explanatory notes on page 2 give a description of the source, coverage, method
of computation, and application of the statistical series included on the following
pages.

RESIDENTIAL CONSTRUCTION: Compiled by t h e Federal
Home Loan Bank Administration,
Division of Operating Statistics, from building permits reported t o t h e U. S. Department
of Labor, a n d based upon estimates for t h e number of 1- a n d
2-family, privately financed, dwelling units provided in all
u r b a n areas. T h e m o n t h l y totals are related t o t h e average
n u m b e r of units built during t h e 1935-1939 period a n d are
adjusted for t h e high degree of seasonal fluctuations which
normally occur during t h e year. T h e index reveals essential
movements in t h e volume of new housing facilities currently
provided, a n d allows direct comparisons with other indexes
on t h e same base period.

NATIONAL INCOME PAYMENTS: Compiled by U. S.
Department of Commerce, Bureau of Foreign and Domestic
Commerce, on t h e basis of 1929= 100. T h e monthly indexes
are converted t o a 1935-1939 base by t h e Division of OperatingStatistics of t h e Federal H o m e Loan Bank Administration.
T h e index is m a d e u p of estimates of t h e income received
from salaries a n d wages, direct a n d other relief p a y m e n t s ,
social security benefits a n d other labor income, e n t r e p r e neurial income a n d n e t rents a n d royalties, a n d other n o n agricultural income. T h e National Income Division of t h e
Bureau of Foreign a n d Domestic Commerce has prepared
a bulletin entitled " M o n t h l y Income P a y m e n t s in t h e United
States, 1929-1940" which describes in greater detail t h e
sources a n d methods used in compiling t h e series. I t is useful
primarily in indicating t h e changes in t h e dollar volume of
income payments. However, because t h e index does n o t
reflect changes in t h e basic price levels, it does not measure
the purchasing power of a given income.

NONFARM FORECLOSURES: Compiled b y t h e Federal Home
Loan Bank Administration,
Division of Operating
Statistics.
T h e index is adjusted for normal seasonal variations, a n d is
based upon d a t a reported m o n t h l y from approximately 1,800
counties, cities, townships, or other governmental divisions.
Approximately 75 percent of all nonfarm dwellings are included in this reporting sample. I t measures t h e n u m b e r of
properties currently being acquired through foreclosure, expressed as a percentage of t h e average 1935-1939 m o n t h .
Although non-residential a n d multifamily foreclosures comprise a b o u t 15 percent of t h e totals used, this index is a gauge
of t h e ability of home owners t o meet obligations.
RENTAL INDEX: Compiled b y t h e Department of Labor, Bureau of Labor Statistics based on reports from 34 large cities.
R e n t d a t a are collected for all types of dwellings occupied by
wage earners a n d lower-salaried workers. T h e rent series is
p a r t of t h e comprehensive cost-of-living d a t a recorded by t h e
Bureau of Labor Statistics. F o r a more complete description
of t h e index a n d d a t a for individual cities see pages 367-404
of t h e August 1940 issue of t h e Monthly Labor Review.
INDUSTRIAL PRODUCTION: Compiled by t h e Board of Governors of the Federal Reserve System, Division of Research and
Statistics.
This seasonally adjusted index was completely
revised in August 1940, a n d a detailed description of its preparation is included in t h e August 1940 issue of t h e Federal
Reserve Bulletin.
T h e index is m a d e u p of two components:
manufactures a n d minerals. T h e manufactures portion is
further broken down into t h e production of durable a n d nondurable g^oods. I t is derived from 81 individual series distributed among 16 groups of manufacturing industries and
two groups of nr'ning industries. T h e index serves as a measure of changes in t h e physical volume of t h e country's industrial o u t p u t .
MANUFACTURING EMPLOYMENT: Compiled by t h e 17. S.
Department of Labor, Bureau of Labor Statistics, on a base
equal t o t h e monthly average of 1939. T h e index is converted t o a 1935-1939 base a n d adjusted for seasonal variations by t h e Division of Operating Statistics of t h e Federal
H o m e Loan Bank Administration. I t is based upon monthly
reports received from establishments employing approximately 55 percent of all factory wage earners in t h e country.
A further breakdown is available from t h e D e p a r t m e n t of
Labor between employment in durable and nondurable goods
industries.

WHOLESALE BUILDING MATERIAL PRICES: Compiled b y
t h e U. S. Department of Labor, Bureau of Labor Statistics, on
an original base of 1926= 100. T h e index is converted t o t h e
1935-1939 base by t h e Division of Operating Statistics of
t h e Federal H o m e Loan Bank Administration. I t is one of
t h e 10 major classifications included in t h e weekly price series
based on 889 commodities a n d prepared b y t h e Bureau of
Labor Statistics. T h e building material index is composed of
subclassifications on brick a n d tile, cement, lumber, p a i n t
a n d paint materials, plumbing a n d heating, structural steel,
a n d a miscellaneous group. Wholesale delivery prices are
obtained weekly for these items in 48 selected cities a n d a
monthly average is computed from these figures. T h e composite building-material index does n o t pertain strictly t o
home building b u t provides t h e best available guide t o t h e
fluctuations in wholesale prices of materials which loom large
in t h e construction of residential dwellings.
WHOLESALE LUMBER PRICES:
Compiled by t h e 'u. S.
Department of Labor, Bureau of Labor Statistics, on an original
base of 1926= 100, converted by t h e Division of Operating
Statistics of t h e Federal H o m e Loan Bank Administration
to a 1935-1939 base. This index is one of t h e component p a r t s
of t h e wholesale building material-price index mentioned
above. I t was completely revised in October 1940 a n d is now
based on a larger sample of prices a n d an improved m e t h o d of
weighting. In all, 44 different lumber items are included in
t h e new series. Because of t h e i m p o r t a n t bearing of t h e
lumber factor upon t h e t o t a l cost of t h e typical single-family
home, price fluctuations evidenced in this individual series are
of particular significance t o home-financing institutions.
SAVINGS A N D L O A N MORTGAGE LENDING: Compiled
by t h e Federal Home Loan Bank Administration,
Division of
Operating Statistics, from t h e monthly reports of cooperating savings a n d loan associations. F o r complete description
of source see t h e note on savings a n d loan mortgage-lending
statistics on page 4. T h e index is adjusted for seasonal
variations a n d t h e period from 1935-1939 forms its base.
T h e index is computed from d a t a on t h e t o t a l loans m a d e
by all savings a n d loan associations a n d is an i m p o r t a n t y a r d -

N O N F A R M FORECLOSURES: Compiled b y t h e Federal Home
Loan Bank Administration,
Division of Operating
Statistics.
These statistics represent t h e estimated n u m b e r of foreclosures
in t h e United States in all nonfarm areas, a n d are based upon
d a t a reported m o n t h l y from approximately 1,800 counties,
cities, townships, or other political divisions, a n d shown
regularly in T a b l e 10 of t h e R E V I E W . About 75 percent of all
nonfarm dwellings a r e located in t h e areas included in this
sample. N o m o n t h l y d a t a a r e available prior t o 1934, b u t
estimates have been m a d e of t h e a n n u a l n u m b e r of nonfarm
foreclosures from 1926 t h r o u g h 1933. (Previously broken
down b y community size, m o n t h l y totals a r e now shown in
t h e R E V I E W on a n F H L Rank District basis.)

NONFARM HOME-MORTGAGE DEBT: Compiled by t h e
Federal Home Loan Bank Administration,
Division of Operating
Statistics, from special studies a n d reported statistics of each
of t h e various types of mortgagee institutions. T h e series
begins in 1925 a n d shows t h e sharp decline in t h e homemortgage debt from t h e peak in 1930 t h r o u g h t h e low point
of 1936. Estimates for 1942 will not be available until about
September of t h e current year. A complete description of t h e
sources a n d methods used in arriving a t t h e t o t a l mortgages
held by each lender appears in t h e November 1939 issue of
the R E V I E W , page 5 1 . T h e d a t a are confined t o loans on
1- t o 4-family nonfarm homes in order t o eliminate mortgages
on farm or commercial properties.
PRIVATE SAVINGS: Compiled b y t h e Federal Home Loan
Bank Administration
from t h e m o n t h l y reports of insured
savings a n d loan associations a n d t h e semiannual surveys by
the Federal Deposit Insurance Corporation a n d t h e National
Association of M u t u a l Savings Banks. Figures for insured
savings a n d loan associations include p r i v a t e repurchasable
share capital invested in these institutions; for commercial
banks, t h e a m o u n t of time deposits evidenced b y savings
passbooks; for m u t u a l savings banks, reported deposits.
WAR BOND SALES: Source, War Savings Staff, U. S. Treasury
Department.
These figures are based on t h e official report
of t h e Treasury for each of the three series of bonds. Figures
appearing in t h e Series E column prior to M a y 1941 are
d a t a for t h e cash sales of U. S. Savings Bonds, as t a k e n
from t h e Treasury Daily Statement.
This information for

as b o t h were intended t o fit t h e needs of savers with limited
incomes. C u r r e n t information is presented each m o n t h in
the statistical section of t h e R E V I E W (Table 14).
COST OF THE STANDARD HOUSE: Compiled since J a n u ary 1936 b y t h e Federal Home Loan Bank
Administration,
Division of Operating Statistics, a n d placed on a 1935-1939
base b y computing a n estimate for 1935. T h e index is a
3-month moving average of cost estimates for approximately
80 different cities reporting in 3-month intervals. The various

The house on which costs are reported is a detached 6-room
home of 24,000 cubic feet volume. Living room, dining
room, kitchen, a n d lavatory on first floor; three bedrooms
and b a t h on second floor. Exterior is wide-board siding with
brick and stucco as features of design. Best quality materials
and workmanship are used throughout.
T h e house is not completed ready for occupancy. I t
includes all fundamental structural elements, a n a t t a c h e d
1-car garage, an unfinished cellar, a n unfinished attic, a fireplace, essential heating, plumbing, a n d electric wiring equipment, a n d complete insulation. I t does not include wallpaper or other wall or ceiling finish on interior plastered
surface, lighting fixtures, refrigerators, water heaters, ranges,
screens, weather stripping, a n d window shades.
Reported costs include, in addition t o material a n d labor
costs, compensation insurance, a n allowance for contractor's
overhead a n d t r a n s p o r t a t i o n of materials, plus 10 percent for
builder's profit.
Reported costs do not include the cost of land or of surveying
t h e land, of planting t h e lot, a n d of providing walks a n d
driveways; t h e y do not include architect's fee, cost of building
permit, financing charges, a n d sales costs. (See: September

F I G U R E S ON I N D E X B A S I S

Cost d a t a , which were previously reported on a dollar
basis, have been converted t o a n index basis, for the foliowing
reasons: First, t h e total cost of t h e s t a n d a r d house in one
city could n o t be compared directly with t h e total cost in
3

another city. Second, t h e estimated total cost figure of t h e
s t a n d a r d house for a given city was not comparable with t h e
actual cost of a 6-room frame house in t h e same city.
T h e indexes, as now reported, provide a basis for t h e study
of t h e I? end of costs within an individual reporting community
or a comparison of t h e t r e n d s in different cities a n d Bank
Districts—the real purpose of t h e index.
Figures presented in these tables include all revisions u p t o
the present time. Revisions are unavoidable, however, as
more complete information is obtained. All current changes
are indicated in t h e regular monthly table (Table 3) appearing
in t h e R E V I E W .

t h e relationship of t h e business done b y each t y p e of mortgagee t o t h e t o t a l volume of business for a n y given m o n t h
as well as b y t h e annual total. Current d a t a for this t a b l e

EXPLANATORY NOTES
(Continued from p. 4)
Section.
T h e ability of the Federal H o m e Loan Bank System
to serve as a credit reservoir for its member institutions is best
demonstrated by t h e volume of Federal H o m e Loan Bank
advances since t h e inception of the System in 1932. T h e
table a t t h e top of page 24 shows, by m o n t h s , t h e a m o u n t of
new advances made, the repayments on old ba ] ances, a n d the
a d v a n c e s still outstanding a t the end of the period.
T h e table a t the b o t t o m of t h e page a n d continued on page
25 indicates the balance outstanding a t the end of each
m o n t h for each of the 12 regional Federal H o m e Loan Banks.
M o n t h l y figures to supplement these tables appear in Table
12 of t h e

REVIEW.

Pages 26 and 27
PROGRESS OF INSURED ASSOCIATIONS: Compiled by the
Federal Home Loan Bank Administration,
Division of Operating Statistics from the monthly reports required of all
institutions insured by the Federal Savings and Loan Insurance Corporation. T h e selected balance sheet items presented are as of t h e end of the reporting period. D a t a on
operations represent t h e monthly total of new mortgage loans
m a d e , a n d the t o t a l a m o u n t of new private investments and
repurchases. T h e repurchase ratio shown in the last column
of t h e table is obtained by dividing t h e repurchases for t h e
m o n t h b y t h e t o t a l new investments received a n d it would be
possible, therefore, for this figure to exceed 100 percent if
there was a net decline in share capital. T h e resulting ratio
measures t h e flow of capital into and out of insured associations. Current information for this table m a y be found each
m o n t h in Table 15 of t h e statistical section of t h e R E V I E W .
Page 28
FEDERAL HOME L O A N BANK SYSTEM: Compiled by t h e
Federal Home Loan Bank Administration,
Division of Oper-

ating Statistics.
This table, showing the n u m b e r and assets
of all institutions belonging to t h e Federal H o m e Loan Bank
System, is based on t h e annual reports submitted by t h e
members, and is broken down into t h e various types of
institutions. Quarterly figures are estimated.
INSURED M O R T G A G E OPERATIONS: Compiled by t h e
Federal Housing Administration,
Division of Research and
Statistics.
This table shows t h e number of mortgages which
became premium-paying (i. e. actually in effect) during t h e
period from 1936 through 1942. The various Titles indicate
t h e particular p a r t of t h e National Housing Act under which
they were processed. N o t all Titles, of course, have been
in effect t h r o u g h o u t t h e entire period. All d a t a are for
mortgages on 1- t o 4-family homes. Figures represent t h e
gross insurance written during t h e period and do not t a k e
account of principal repayments on previously insured loans.
Title I, Class 3, and Title VI loans are all on newly constructed homes. Title I I loans may be either on new or
existing dwellings.
INSURED MORTGAGE HOLDINGS: Compiled by the Federal Housing Administration,
Division of Research and Statistics.
Based on t h e original face amount of instruments,
this table analyzes t h e insured mortgages held by the various
classes of institutions. The figures do not include terminated
mortgages and cases in transit to or being audited by t h e
Federal Housing Administration. They include only t h e
mortgages on 1- to 4-family homes insured under Titles I I
and VI. The Federal agency classification includes t h e
R F C Mortgage Company, t h e Federal National Mortgage
Association, and t h e United States Housing Corporation.
The " o t h e r " classification includes mortgage companies,
finance companies, endowed institutions, private and State
benefit funds, etc.
