The I increases were affected by several special factors: a pay raise for Federal Government employees, cost-of-living adjustments to several transfer payment programs, and changes in social insurance contributions affected the January change; subsidy payments to farmers affected both the January and December changes. Excluding these factors, personal income increased $10.5 billion in January and $6.4 billion in December.
