The changes were affected by special factors involving (in December and January) military pay, cost-of-living adjustments, tax rates and the taxable wage base for social security, and subsidy payments for farmers and (in November) severe flooding. Without these special factors, personal income rose $6.8 billion in January and $22.3 billion in December.
