Brookings: Register of Papers which bear on the History of the Federal Reserve System
In the mid 1950s, the Brookings Committee on the History of the Federal Reserve System compiled a list of persons influential in the establishment of the Federal Reserve and the location of their papers. Some provide biographical sketches of the individuals, and container lists or finding aids for the collections. (2009-11-13)

Documents of the National Monetary Commission
Created by the Aldrich Vreeland Act of 1908, the Commission issued 30 reports (1909-1912) that provided a detailed and authoritative survey of North American and European banking systems of the late 19th and early 20th centuries. All of the reports were published by the U.S. Government Printing Office between 1909 and 1911. The National Monetary Commission's reports became the basis for, and would go on to recommend, the Federal Reserve Act of 1913. (2009-11-10)

Federal Reserve District Divisions and Location of Federal Reserve Banks and Head Offices
This three day hearing, held in 1914 in New York City, documents the statements of regional business men concerning the location of Federal Reserve Banks and recommendations of the territory they should encompass. The hearings were held before Secretary of the Treasury, William McAdoo, and the Secretary of Agriculture, David Houston. Similar hearings were held in other cities across the United States. Federal Reserve Monetary Policy Hearing Reports
Hearing reports for the Federal Reserve Monetary Policy Reports given in February and July of 2008, and the First Monetary Policy Report for 2009 before the Senate Committee on Banking, Housing, and Urban Affairs are now available. These hearings, which include testimony by the Federal Reserve Chairman, feature discussions and opinions about the current state of the economy and the actions of the Federal Reserve Board. The time period under scrutiny in these specific reports include the deepening mortgage and credit crises, that saw the Federal Reserve Board and U.S. Treasury Department deal with situations at Bear Stearns, Citigroup, and AIG, as well as other financial stimulus actions. Federal Home Loan Bank Review
A monthly publication from the Federal Home Loan Bank Board, a New Deal institution formed by the Federal Home Loan Bank Act in 1932 and dissolved in 1989. This publication was provided to member institutions from 1934-1947. All issues will soon be posted to FRASER. (2009-10-22)

Reserve Bank Organization Committee

1975 Analysis on Economic Recovery by the CBO
Economic indicators during the second half of 1975 showed that the U.S. was recovering from its largest period of recession since the 1930s. In this report, the Congressional Budget Office presented analysis and forecasts for the recovery, including potential effects due to different actions by the Federal government and the Federal Reserve. 1926 House Hearings on Stabilization

Hearings on the Federal Reserve System After Fifty Years
Under the chairmanship of Wright Patman of Texas, the Subcommittee on Domestic Finance of the House Committee on Banking and Currency, submitted this proposal following a series of hearings that took place in early 1964. The hearings collected information regarding six resolutions proposing amendments to the Federal Reserve Act: H.R.3783, H.R. 9631, H.R. 9685, H.R. 9686, H.R. 9687, and H.R. 9749. Testimony was given by 50 witnesses, including Federal Reserve officals, governors and Bank presidents, as well as, representatives of banking organizations, and experts in the fields of economics, public administration, and law. The hearings were published in three volumes which are available under Federal Reserve History > United States Congress. House of Representatives. (2009-07-10)

Federal Banking Laws and Reports
This is a compliation of major Federal banking documents, 1780-1912. It was prepared in connection with the observance of the 50th anniversary of the Senate Committee on Banking and Currency, which was established March 13, 1913. The selected documents were chosen for their historical importance to the development of banking in the United States, and are illustrative rather than exhaustive in coverage. (2009-07-08)

Booms and Depressions, by Irving Fisher
Irving Fisher (1867-1947) was an early practitioner of mathematical economics. Departing from his primary interest in theories of interest rates, capital, and investments, this work is an early foray into analysis of business cycles, and the expression of his debt-deflation theory. In it he identifies nine main factors influencing depressions, provides empirical observations of those factors, and makes suggestions for remedial actions. It is an elaboration of the author's address at the meeting of the American Association for the Advancement of Science, held at New Orleans, Jan. 1, 1932. (2009-07-08)

Federal Reserve Bulletin
Eighty years (1915-1995) of Federal Reserve Bulletins are now available. Included during this time period are articles and announcements on origins of the Federal Reserve System, the Board of Governors reaction to the crash of 1929, its responses to the Great Depression, and attempts to contain inflation during the 1980s. Compilation of Basic Banking Laws Revised Through May 1, 1995
This publication provided access to the text of major statues affecting insured depository institutions and their customers for members of the House Committee on Banking and Financial Services. It was created by Office of Legislative Counsel of the House of Representatives. Unemployment in the United States
The Senate adopted a resolution May 3, 1928 to investigate the causes of unemployment and report on the collection and interpretation of statistics, Federal and State public employement agencies, the establishment of unemployment insurance, economic reconstruction, the establishment of public works, and the feasibility of cooperation between Federal, State, and private agencies. The hearings took place between December 11, 1928 and February 9, 1929. The text of the hearings and final report (Senate Report 2072) with recommentations for legislation was published February 25, 1929. (2009-06-04)

Failure of Penn Square Bank

Economic Implications of the "Too Big To Fail" Policy
This hearing, held before the Subcommittee on Economic Stabilization of the House of Representatives, reviews the economic implications of a 'too-big-to-fail policy' in light of the bank failures that took place in the 1980s. Reports for House of Representatives hearings on monetary policy for 2007 and 2008 are now available. These hearings also are referred to as the Humphrey-Hawkins hearings. The key feature of these semi-annual hearings is testimony by the chairman of the Federal Reserve. (2009-02-25)

Pecora Commission Hearings, 1932-1934
Published under the title "Stock Exchange Practices," these hearings were a comprehensive inquiry into the major financial institutions and practices of the time. The subcommittee "...endeavored to expose banking operations and practices deemed detrimental to the public welfare; to reveal unsavory and unethical methods employed in the flotation and sale of securities; and to disclose devices whereby income-tax liability is avoided or evaded." Note: This collection includes some large files due to the large number of exhibits scanned in gray scale. (2009-02-25)

Direct Loans for Industrial Purposes by Federal Reserve Banks
This document, from 1934, provides the language for a proposed amendment to the Federal Reserve Act that would allow district Banks to lend to established industrial or commercial business located in their districts "In exceptional circumstances..." The amendment was passed as Public Law No. 417 on June 19, 1934. (2009-02-18)

Reappraisal of the Federal Reserve Discount Mechanism
Publications produced for a Federal Reserve System steering committee appointed to reappraise and, where necessary, recommend redesign of the Federal Reserve lending facilitites. These were produced from 1966-1969. (2009-02-17)

Committee on the History of the Federal Reserve System
In the mid-1950s the Brookings Institution undertook a project to create a definitive history of the Federal Reserve System. Although an intended book was never published, the research amassed by the committee provides an interesting portrait of the first 50 years of the Federal Reserve and its people. Money Trust Investigation. (Pujo Committee)
Under the chairmanship of Arsene Pujo, a subcommittee of the House Banking and Currency Committee was formed in 1912. Its purpose was to investigate a small group of Wall Street bankers that exerted powerful control over the nation's finances. The findings of the committee contributed to an environment of public support for reform which resulted in the passage of the Federal Reserve Act (1913) and the Clayton Antitrust Act (1914). These publications from 1897 abd 1900, provide a picture of banking in the United States at the turn of the last century. Historical Minutes of the Federal Open Market Committee
In cooperation with staff at the Board of Governors, the FOMC Records of Policy Action and the Minutes of Actions for 1978-1992 are now available under Federal Reserve History section. The Records of Policy Actions provided a summary of each policy decision taken at a meeting or telephone conference, including a brief statement of the background and reasoning behind a decision. These documents were released after approval at the next regularly scheduled meeting. William McChesney Martin Jr. Papers
In partnership with the Missouri Historical Society, we are pleased to present a selection of papers representing the career of William McChesney Martin Jr. Mr. Martin was the longest-serving chairman of the Board of Governors of the Federal Reserve System (1951-70). Martin's career also included time as the first paid President of the New York Stock Exchange, in the U.S. Army, at the Export-Import Bank of Washington, and the Department of the Treasury before joining the Board of Governors. His father, William McChesney Martin Sr., served as the first Federal Reserve agent (1914-29) and the third president of the Federal Reserve Bank of St. Louis (1929-41). These papers span the years 1923-1998, and reflect an important period in American political and economic history. (2007-09-05)

Statistical Atlas of the United States, 1870
In honor of our new data mapping site, GEOFRED (http://geofred.stlouisfed.org), we have posted a very old data mapping product. Featuring thematic maps, the Statistical Atlas was a landmark publication of the federal government. It displays census information about the United States using choropleth mapping (thematic mapping), a technique common with modern GIS systems. The maps highlight the condition of the country immediately following the Civil War.
